Honestly, I would rank Toad as one of the way weaker fighters as far as the main characters, but I think you're right about that putting him way above the civilians. I mean, it's not that big a shame to lose to someone who's spent years taking lessons from Wolverine.
He probably has a heck of a kick on him. Makes you wonder why he doesn't fight more often actually... there's not a lot to indicate he's a delicate sort of person...
